GREECE: IS TSIPRAS GETTING REAL?

Is reality dawning on the new Greek government? Various media report that Greece will propose a "compromise" at the emergency meeting of Eurozone finance ministers this afternoon. A few hours before he and his double-populist coalition were confirmed last night by the new Greek parliament with the expected 162 out of 299 votes, Prime Minister Tsipras reportedly had a 10-minute phone call with European Commission president Juncker "in a constructive spirit".

Well, yes, Greece seems to be moving. That is good news. But Tsipras does not yet seem to be anywhere close to what his creditors could accept.

According to Kathimerini and other media, Greece wants to
- honour 70% of its reform commitments,
- substitute 20% of its commitments by new measures already announced by the government,
- substitute the remaining 10% by new reforms to be designed jointly with the OECD,
- reduce the target for its 2015 primary fiscal surplus from 3% to 1.5% of GDP,
- get "bridge financing" including more ECB ELAs and an extra €8 bn in treasury bills for a six-month period in which it negotiates a new deal with its creditors.

A bigger role for the OECD in designing and policing supply-side reforms is positive. As discussed before, turning the EU/ECB/IMF troika into a quartet by adding the OECD can help Greece to save face. But refusing to honour 30% of the commitments which were the basis for Europe and the IMF lending Greece €240bn, insisting on a much higher minimum wage for young people while youth unemployment is close to 50% and re-instating the stranglehold of bolshie trade unions over the labour market look like non-starters. And the "new measures already announced by the new Greek government" as substitutes for 20% of the agreed reforms inspire little confidence, to put it mildly. Of course, a friendly 10 minute chat with Juncker can help to repair the damage that Tsipras had done with his irresponsible rhetoric of the past. But what Tsipras really needs is to come up fast with proposals that could convince the parliaments in Helsinki and Berlin to grant Greece new money.

After discussions with Eurozone finance ministers today and EU leaders tomorrow, Greece will probably be given until the next finance minister meeting on Monday to come up with and discuss suitable proposals so that Europe could still ratify the needed extension of the current support programme ahead of the 28 February deadline.

OUTLINES OF A SUITABLE DEAL?

In our view, a suitable deal could be
- Greece accepts in principle all its commitments to its creditors, asks for an extension of the current programme and pledges to conclude the pending review with the troika.
- Greece refrains from any reform reversals that would make its labour market less flexible and/or substantially add to Greek financing needs.
- Europe agrees to not call it "troika", to find a nicer name for "extension of the current programme" and to let Greece get away with a little temporary slippage within that programme if Greece is seen as acting in good rather than bad faith. Ceasing to accuse Europe of "fiscal waterboarding" or "fiscal carpetbombing" may not hurt in this respect.
- Europe and Greece identify some areas where Greece can propose alternative reforms to those it has committed to provided that the OECD certifies that these would strengthen Greece's supply potential and hence its capacity to grow, create jobs and service its debt at least as much as the planned reforms.
- Europe finds some extra money to fund targeted humanitarian relief efforts in Greece such as food stamps.
- Europe agrees to take the apparent downturn in Greek tax revenues and the Greek economy caused by Syriza's rise to power into account upon evaluating the requirement for the Greek primary surplus in 2015. If Syriza now gets real, it will not be forced to make up for the losses which its irresponsible rhetoric have caused so far.
- Europe continues to make and keep Greece's debt burden bearable through low interest rates, long maturities and generous grace periods for the official support loans if Greece stays on the reform path instead of reversing reforms.
- Once the pending review of the current support programme is completed, the troika - and especially the IMF within that troika - will play a smaller and less visible role in evaluating Greek progress.

Diplomats are good at finding face-saving compromises. If the new Greek government accepts the "tough love" rules of the game, a deal is quite possible. But Greece will likely have to move much further than it has done so far. Unlike its creditors, Athens does not have time on its side. Our assessment remains: 35% Grexit risk. Fortunately, that leaves a much higher probability that the taming of Tsipras will end well. The next five days will be interesting.

Περιμένει κάποιος οι ΗΠΑ να αφήσουν την Ελλάδα να βυθιστεί στο χάος και να φωνάξει τον Βλαδίμηρο για σωτηρία (ας είναι και σε ρούβλια, κι αυτά έχουν ισοτιμία και λογικά με Grexit θα ανέβουν σε σχέση με το ευρώ! :lol: );
