How Israel secured more vaccines than it can use

How did a country with barely 9m citizens persuade companies courting markets with hundreds of millions of potential customers to fill its orders first? The answer lies in 17 conversations between Albert Bourla, Pfizer’s chief executive, Benjamin Netanyahu, Israel’s prime minister, and Yuli Edelstein, the health minister.

The two Israeli politicians promised to build one of the fastest vaccination drives in the world and share data on its impact on the pandemic, so long as supplies were plentiful and uninterrupted. Pfizer agreed and the deliveries started by mid-December.

“The company will be able to boast about it, to make profit from it and to publicise it,” said Mr Edelstein, in an interview with the Financial Times. “Without this, any company wouldn’t even be looking at our direction — they would be looking for markets a hundred times the size.”

“We are not in the business of trading the extra vaccines,” he said. “We want to make sure we have enough for us and, if there is enough, we will see what we can do for our immediate neighbours — the fact that the Palestinians are in a bad shape right now is not in Israel’s interests.”

The political implications of the Israel-Pfizer vaccine deal

Meanwhile, Netanyahu was able to exploit other countries' need for vaccines in return for diplomatic support at an international level, albeit without Knesset consent. The Czech Republic, Honduras and Guatemala benefited from such an arrangement, with all three confirming the arrival of vaccine shipments from the occupation state. The move was suspended by Israel's Justice Ministry, before being revived this month due to the vaccine expiring in May. Countries seeking ties with Israel would get 5,000 doses of Moderna vaccine, purchased prior to Israel's deal with Pfizer.

The outreach towards other countries exposed Israel's ostracisation of the Palestinian people and sparked criticism that it was neglecting its legal obligations as an occupying power. Israel's inhumane treatment of Palestinians throughout the pandemic caught international attention sporadically, and excluding Palestinians from access to vaccine might have ramped up pressure, had the Palestinian Authority not emulated Israel and embarked upon its own vaccine diplomacy and elitism, adding to the deprivation already entrenched by Israeli colonial apartheid.

Israel moves to head of vaccine queue, offering Pfizer access to country’s health-care database

Israel's fast-moving vaccination program, which has already reached a third of the population, is built on a bargain. The vaccine maker agreed to keep up the quick-time delivery of doses in exchange for partial access to the vast database of information maintained by the country's national health-care system.

Pfizer is backing Israel’s aggressive push because early measurable success here would boost not only the fight against covid-19, but also the company’s bottom line, according to Amnon Lahad, chairman of the National Committee for Community Healthcare, which advises the Ministry of Health.

“If we show that we are able to control the disease and that Israel will be able to go to near-normal life faster than any other country, that will be a marvelous commercial for Pfizer to sell all over the world,” Lahad said.

The Pfizer contract comes after privacy concerns spiked in Israel last year when the government allowed the Shin Bet, the country’s internal security agency, to track citizens’ cellphones and notify those who had been close to an infected person. The program sparked lawsuits and outrage from people who said they were wrongly forced to quarantine. Despite limited effectiveness, the program has received repeated government authorization.

Privacy worries aside, many Israelis seem to view a deal that hastens a return to normalcy as worth it, especially as they trudge through their third national lockdown and confront a surge of more than 8,000 new confirmed cases each day

Israel's clever coronavirus vaccination strategy

According to the agreement, Israel pays significantly more than the EU for each vaccine dose of the BioNTech-Pfizer vaccine, reportedly about €23 ($28) per dose compared with the €12 paid by the EU.

In addition, the Israeli state retains product liability. The European Union, on the other hand, was very keen that BioNTech-Pfizer continue to be liable for the safety of the product.

Most importantly, Israel's government agreed with vaccine manufacturers to provide weekly data from the vaccination campaign to them. This includes infection and vaccination numbers, as well as patient demographics such as age and gender. The data is sent to Pfizer anonymously, according to Israeli officials.
