οπως το ιδιο το ΝΑΤΟ ειπε οτι θα κανει, οταν τους διασωζει στη θαλασσα), αλλα και " The Contracting States shall not apply to the movements of such refugees restrictions other than those which are necessary". Κατσε ορισε μου εσυ ποια ειναι τα "those which are necessary".
επισης, το "border controls must ensure that people seeking asylum have access to the territory and to asylum procedures. Immigration officials and border guards play an important role in international protection by identifying those in need of protection and admitting them to EU territory, as sending them back could amount to refoulement (forced return). As border guards are not qualified to decide who is a refugee, they need to refer all asylum-seekers to specialized authorities" μπορει καλλιστα να σημαινει οτι τις specialized authorities τις εγκαθιστας στα σημεια εισοδου.
Ασε που το "they need to refer all asylum-seekers to specialized authorities,
as sending them back could amount to refoulement (forced return)", οπως θα διαβασες, απαγορευεται μονο οταν η επιστροφη θα τους επιστρεψει εκει που κινδυνευουν (που ΔΕΝ ειναι η τουρκια).
Article 33
prohibition of expulsion or return (“refoulement”)
1. No Contracting State shall expel or return (“refouler”) a refugee in any
manner whatsoever to the frontiers of territories where his life or freedom
would be threatened on account of his race, religion, nationality, membership
of a particular social group or political opinion
